Wait list closed: The NYC Section 8 Housing Choice Voucher wait list is currently closed as of 2026. It last opened briefly in 2018. There is no announced reopening date. If you applied in 2018, keep your information current with NYCHA at mynycha.com.
What Is Section 8?
Section 8 — formally called the Housing Choice Voucher (HCV) Program — is a federal rental assistance program administered locally by NYCHA (the NYC Housing Authority). It is the largest rental assistance program in the United States.
The basic mechanics: the voucher pays the difference between 30% of your gross household income and the fair market rent for your unit. You find your own apartment anywhere in NYC from a private landlord who accepts the voucher, and HCV pays the subsidy directly to the landlord each month.
How It Works in Practice
Here's a concrete example for 2026:
- Your household earns $28,000/year → $2,333/month gross → 30% = $700/month your share
- Fair market rent for a 1-bedroom in NYC = $2,200/month
- Voucher covers: $2,200 – $700 = $1,500/month paid by the program
- You pay $700/month regardless of the exact unit you choose (up to fair market rent limits)
If you choose an apartment above the fair market rent, you pay the full difference out of pocket on top of your 30% share. NYC also has Enhanced Vouchers that can exceed standard fair market rents in some circumstances.
NYC Fair Market Rents 2026
Fair market rents are set annually by HUD and represent the maximum the voucher will cover. NYC 2026 figures:
| Unit Size | Fair Market Rent | Your 30% Share (at $30K income) | Voucher Covers |
|---|---|---|---|
| Studio (0BR) | $2,000/month | $750/month | $1,250/month |
| 1 Bedroom | $2,200/month | $750/month | $1,450/month |
| 2 Bedrooms | $2,756/month | $750/month | $2,006/month |
| 3 Bedrooms | $3,400/month | $750/month | $2,650/month |
| 4 Bedrooms | $3,900/month | $750/month | $3,150/month |
Who Is Eligible?
When the wait list does reopen, eligibility requirements include:
- Income at or below 50% AMI (for 1 person: $48,500 in 2026) — though 75% of vouchers must go to households at or below 30% AMI ($29,100)
- U.S. citizenship or eligible immigration status for at least one household member
- No household member with certain criminal convictions (lifetime sex offender registration, methamphetamine production on federally assisted premises)
- No prior eviction from federally assisted housing for drug-related activity within the past 3 years
Emergency Priority Categories
Even with the general wait list closed, certain households may qualify for emergency or priority placement in housing assistance programs:
- Domestic violence survivors: May qualify for emergency housing vouchers through Safe Housing programs
- Families with children in unsafe housing: ACS (Administration for Children's Services) may facilitate priority access
- People with HIV/AIDS: HASA (HIV/AIDS Services Administration) administers separate housing programs
- Veterans: HUD-VASH (Veterans Affairs Supportive Housing) provides vouchers specifically for veterans experiencing homelessness
- Emergency Housing Vouchers: Federally funded EHVs may be available through NYCHA for people experiencing homelessness or fleeing domestic violence — call 311
CityFHEPS: NYC's Local Voucher Alternative
While Section 8 remains closed, NYC funds its own rental voucher program called CityFHEPS (City Fighting Homelessness and Eviction Prevention Supplement). CityFHEPS is available to households who are either homeless (in shelter) or at immediate risk of eviction. Eligibility and benefit levels differ from Section 8. Contact your local Department of Social Services office or call 311 for current eligibility details.
